The Dilemma

Pedro and Mia live in a community where everyone must follow certain rules to keep the neighborhood clean and safe. Recently, Pedro found out about a new rule requiring everyone to keep their gardens neat. However, Mia's family can't afford gardening tools right now. Pedro feels that Mia's family should still have the right to use their garden however they want. But Pedro also knows that if Mia's garden becomes too messy, it might affect the whole community, and they might all get fined. "How can I help you keep your garden tidy?" Pedro asks Mia.
